Licensing, Compliance & Intake Manager

Reports to: President & CEO

Position Summary

The Licensing, Compliance & Intake Manager ensures that the agency operates in full compliance with all applicable rules, regulations, and standards set forth by the State of Ohio and the Ohio Department of Job and Family Services. This role oversees foster and adoptive home licensing and recertification, manages the intake and placement referral process, and leads internal compliance monitoring and data integrity efforts.

The Manager plays a key leadership role in building efficient systems, developing staff, strengthening regulatory readiness, and supporting the organization’s growth through innovation, technology adoption, and continuous improvement.

Qualifications

Required

· Current Ohio licensure as LSW, LISW, LPC, or LPCC

· Completion of ODJFS Adoption Assessor training (per Ohio Administrative Code requirements)

· Minimum 3 years of experience in child welfare, foster care, adoption, or related social services

· Demonstrated knowledge of Ohio foster care licensing, compliance, and placement & adoption rules

· Strong leadership, coaching, and team development skills

· Excellent written, verbal, and organizational communication skills

· Strong assessment, critical thinking, and problem-solving ability

· Demonstrated proficiency with databases, electronic record systems, and Microsoft Office

Preferred

· Supervisory experience in licensing, intake, or compliance

· Experience with SACWIS, extended foster care systems, or licensing databases

· Experience improving workflows, documentation processes, or compliance tracking systems

· Training experience with foster/adoptive parents or staff development

Core Responsibilities

Licensing & Certification Oversight

· Oversee initial licensing, recertification, and ongoing/continuous certification and compliance of foster and adoptive homes

· Ensure all home studies, documentation, training requirements, and timelines meet state standards

· Monitor foster parent files to ensure ongoing regulatory compliance

· Oversee required background checks including BCI/FBI, registry checks, and other mandated screenings

· Maintain audit-ready documentation and lead preparation for state reviews

Compliance & Quality Assurance

· Monitor agency practices for compliance with Ohio Administrative Code and agency policy

· Develop and maintain internal compliance tracking systems and documentation standards

· Conduct internal file reviews and corrective action plans as needed

· Stay current on rule changes and translate them into practice updates and staff training

· Support leadership with policy updates, licensing readiness, and risk management strategies

· Act as the liaison between Ohio Department of Children and Youth monitoring representative.

Intake & Placement Coordination

· Oversee referral intake process for foster care and adoption placements

· Ensure timely response to referrals and appropriate matching of children to homes

· Maintain accurate intake and placement documentation

· Oversee after-hours on-call placement processes and ensure continuity of response

· Collaborate with casework staff to ensure placement stability and regulatory compliance

Team Leadership & Development

· Supervise licensing, intake, and compliance staff as assigned

· Coach and develop team members through regular supervision and performance feedback

· Build team capacity through training, process improvement, and system development

· Promote a culture of accountability, innovation, and mission-driven service

Training & Foster Parent Development

· Support the planning, implementation, and quality monitoring of foster/adoptive parent training

· Assist in developing curriculum aligned with trauma-informed care and Ohio requirements

· Support recruitment and retention strategies for foster families

Data, Systems & Reporting

· Maintain data systems for licensing, referrals, training, and placement tracking

· Monitor metrics and trends to improve efficiency and compliance outcomes

· Compile reports and statistics for leadership, board, and regulatory review

· Identify opportunities for improved technology use, automation, and workflow efficiency

Professional Development

· Complete required professional training hours per Ohio licensing standards

· Engage in ongoing learning related to compliance, leadership, and child welfare best practices
